Include Angola and Cape Verde in the Latin Grammy Award

The entry requirements are: '...Works produced anywhere around the world that were recorded in either in Spanish or Portuguese'
So why are these two Portuguese speaking African countries being left out? Angola produced Kizomba and Kuduro, two popular genres of music in Portugal and Brazil but are yet to receive recognition for it! Meanwhile Reggaeton artists like Don Omar use it and have hit records!
It can't be because their music is 'too African' because so much of the music (at least before the generic pop invasion) at the Latin Grammy's is of African origin.
And it can't be because they are not from Latin America because the rules state that doesn't matter.
Brazil (and Portugal) is monopolizing the Portuguese songs, can Angola and Cape Verde get a look in!
