Revise their proposed equipment rules to promote junior rifle programs

The International Shooting Sports Federation has proposed several rule changes for 2013 regarding equipment and clothing used in 10m and 50m rifle competitions. The proposed changes would mean that thousands of junior clubs and scholastic teams would have to severely modify their current equipment or buy new compliant equipment.
These past few years have seen an increase in participation in the shooting sports by junior shooters. In the United States the Civilian Marksmanship Program and USA Shooting both abide by ISSF rules. These organizations strongly support the recruitment of junior shooters and host many matches for them.  Many national level competitions are held using ISSF rules. Scholastic and JROTC programs are generally not well funded. Most clubs and teams derive their budget through donations and fund rasing. The change to the equipment rules would cause many teams to be ineligible to compete because they can't afford to buy all new equipment or convert what they are currently using.  We applaud the ISSF for trying to make the shooting sports more appealing to spectators but it is paramount to consider that without youth involvement the future of the shooting sports is in jeopardy. The ISSF should consider carefully the reprecussions their rules will have on junior programs.
