Liezel Joubert started this petition to THE HUMAN RIGHTS COMMISSION

The City of Cape Town, in an attempt to clean up their streets, has decided to implement pavement fines to homeless people sleeping on the street/ pavement.

There have been claims that, on confrontation, these indigent people get harassed and in some instances their possessions are removed.

Despite the City’s claim that they need to curb problematic behaviour, there has to be a more humane way in dealing with the indigent.

The City is completely stripping away these people’s basic human rights. It is also illogical to fine them- honestly where would they find the funds to pay these fines?

Organizations along with the SA HRC need to have discussions with the City to find other alternatives.
