Create a bill that funds the government completely. In this bill, there must be language that states that the entire House of Representatives, the Senate and their staff will have their pay withheld until a bill is passed and signed by the President that addresses border security and immigration reform in its entirety. Stop holding the American people hostage and have your own feet held to the fire for a change.
