Planning Minister for Victoria, Richard Wynne – sign off urgently on Planning Amendment C137 which was endorsed by Darebin Council in 2015 and is STILL awaiting your signature.
We need to CONTROL the construction of inappropriate, poorly designed, badly finished, unlivable, multi-level apartment blocks in our beautiful Victorian city.
It’s not just about Gertrude Street, Preston:
As Melburnians we all understand the shortage of residential accommodation in our city and that part of the solution is the construction of new apartment blocks.
However, we need to ensure that future buildings not only conform to planning guidelines but also retain the amenity and character of local communities.
The case of the Windsor Smith site in High Street, Preston: after significant community consultation and with the backing of Darebin Council, approval was granted in 2012 by VCAT for the construction of a six storey apartment block consisting of 98 units, with an appealing design and a good quality finish.
FIVE YEARS LATER, the developer has approached VCAT, seeking to amend the original permit by adding an extra level, increasing the number of units to 122, changing the internal design, cutting back on parking facilities, reducing the setbacks, increasing the number of balconies overlooking the single storey residences immediately adjacent and using inferior quality exterior cladding.
Preceding it, but in line with the Better Apartments guidelines, Darebin has approved the adoption of Planning Amendment C137 which regulates development carefully and defines precisely the size and quality of apartment blocks in relation to the character and amenity of the surrounding neighbourhood.
However, since 2015, Planning Amendment C137 has awaited approval by the Planning Minister for Victoria, Richard Wynne. Its IMMEDIATE endorsement by him is critical to the orderly development of appropriate, sustainable accommodation and is particularly URGENT for this site.
Planning Amendment C137 will inevitably influence the character of apartment building right across our city.
