I write to share my concerns about a serious problem in the Bureau of Prisons (BOP) that is negatively affecting thousands of prisoners as well as their families and loved ones. Recently, the BOP closed 16 halfway houses and cut important reentry services in halfway houses across the country. These closings are making prison stays longer and halfway house stays shorter. This means that they our separated from their families and loved ones longer. It also means they have less time needed to readjust to the community, find jobs, housing, transportation, and transition home to their families.
Federal law requires the BOP to consider all prisoners as individuals and give each of them the amount of halfway house time needed. The Second Chance Act allows prisoners to spend up to a full year in a halfway house, but thanks to the cuts many are getting only 2 or 4 months in a halfway house and some are getting less. Maximum halfway house time is needed to give these prisoners the greatest chance to succeed on the outside.
We are writing you because you have shown an interest in reducing recidivism through improving prison programming and reentry. I appreciate your support but want to make sure you understand that these halfway houses closures and cuts could undermine the positive reform you hope to make.
Thank you for hearing our concerns. Much appreciation for doing all you can to help correct this current problem, to improve the BOP's use of the halfway houses, home confinement, and most importantly to allow inmates to reconnect with their families/loved ones that have been suffering long enough.
