I PSV Prasad resident of Pragathinagar want to bring to your kind attention about expedition of necessary approach road. Almost one lakh people are residing in these areas and people from other areas also require this road to go to educational institutions like VNR Engineering College, DRK College of Engineering, CMR Engineering institutions, International schools etc. and industrial areas like ALEAP, Bollaram and Bachupally industrial areas etc. Almost daily one lakh people pass through this road for their requirements. The available roads are formed with 30’ wide with reference to panchayat and unauthorsed layouts. Traffic to the inside areas was not considered while formation of these roads However after formation of Pragathinagar layout, 60’ wide road was proposed in zonal development plan by HUDA. After that Pragathinagar Welfare Association represented to HUDA for expansion of existing 30’ wide road to 100’ wide road. A writ petition also was filed in the Hon’ble High Court vide WP No. 21448 of 2004. After considering the request of Pragathinagar Welfare Association, followed by High Court intervention the HUDA assured to make it to 100’ wide road in the coming improved Zonal development plan vide letter No.3394/P4/Misc./HUDA/05 dt.07-06-2005. However, unfortunately the proposed road in the next zonal development plan road width was reduced to 50’ from earlier proposed 60’. Even the50’ road widening was also not implemented properly. I came to know that there is a serious objection from the aggrieved parties of road widening i.e. HMT Hills colony and Western Hills society. With this background, provision of necessary road/ path from Pragathinagar to NH65 (JNTU junction) has become critical. It is necessary to mention that here there is a clear 100’ wide road from Bollaram ring road via Pragathinagar to Aditya Nagar near Amber Tank. 90% of the people who are travelling in this road are not having any specific purpose to stop in HMT hills and Western hills colonies except reaching NH65. In this back ground this approach road can be developed with 2 alternatives as below.
1. With 100’ width road widening from Aditya Nagar (near Amber tank) to NH65 (JNTU Junction) with necessary road divider having 4 liner traffic with 2 lines each way. This requires not only formation expenditure and also land acquisition of around 30000 Sq.yds with a market value of around Rs.40000/- per Sq.yd. costing minimum Rs.120 crores. For removal of existing building structures and compensation costs around Rs.15 crores. For the formation of road will costs another Rs.5 crores. The minimum total budget will be Rs.140 Crores. We should note another point also, there is serious resistance from the effected parties and local political representatives.
2. A Flyover from NH 65 (JNTU Junction ) to Aditya Nagar (near Amber tank ) with a 40’ wide and around 1200 meters long can be made for meeting the purpose in an effective way. There will not be any traffic interruption near HMT Hills and Western Hills, for the people going to Pragatinagar and other areas beyond from NH65(JNTU). Internal traffic at HMT Hills and Western Hills will also be smooth. Land acquisition cost will be reduced to 30 crores. For making of 50’ wide road widening the existing building structures are minimum. This can be done with minimum demolition of houses. The construction of flyover costs around Rs. 15 crores only. The total budget may be requires around Rs.50 crores only and without ant resistance from local residents.
In this situation we request you to take the approach road proposal forward which helps daily essential need of one lakh people living in Pragatinagar and beyond with optimized solution of Construction of a flyover from NH 65 (JNTU Junction ) to Aditya Nagar (near Amber tank ) almost 1200 meters length.
