The conversion of a 16 mile stretch of I-85 HOV lanes to HOT lanes has not achieved its stated goal - reduction of congestion through the Congestion Reduction Demonstration (CRD) grant which enabled this pilot program. The citizens of the Atlanta metropolitan area find that a system which gives commute time preference to those with greater economic means to be inherently unfair and call for the portion of this program which calls for the conversion of HOV lanes to Toll lanes be stopped.
