In 2016 it was announced that ventersdorp was merging with tlokwe municipality in terms of section 22(2) of the Demarcation Act to determine or redetermine the boundaries of various municipalities. It has caused a great deal of concerns that most of the people of JB marks municipality are threatened by it.The amalgamation of municipalities in South Africa often occurs prior to local government elections. This change is necessitated by the growth in municipal boundaries. Moreover, the growth of certain areas is influenced by the formation of informal settlements and new developments. In most instances, amalgamation of municipalities is inevitable. This has a direct impact on the distribution and redistribution of public services to the citizens. The purpose of this petition is to reflect the effects of the amalgamation of municipalities on the effectiveness of service delivery with specific reference to JB Marks Local Municipality.

Audit reports from the Auditor-General’s office and municipal reports from the North West Provincial government were consulted. findings established that politics plays a critical role in skills deployment and service delivery. The influence of a political party in a particular municipality determines the modus operandi in that local authority and it is much evident in the activities of the two municipalities. No political system has ever come into existence without constitutional dimensions, the purpose of good governance is to rethink policy principles. Such policy principles should support a framework that works at the level of novel budgeting techniques, management philosophy, skills deployment, transparency and citizen engagement. The study propose that a new service delivery framework that includes the domains of effective, efficient and sustainable service delivery be created, and should seek to coalesce into a common policy framework concerned with the mutual interdependence of a common strategy for the development of the public sector. Exclusive dependence on both exogenous and endogenous circumstances should be regarded as critical but it has never been like that since the start of the amalgamation.

Moreover, this municipality is confronted with challenges as far as basic service delivery is concerned. There is a lack of basic delivery of services. As both concerned members of Ventersdorp community and JB Marks Municipality we have concluded that the amalgamation of the two municipalities of Ventersdorp and Tlokwe did more harm than good. The process of amalgamation seems to have led to financial implications as JB Marks is failing to deliver services to both towns. The aim of this petition propose that there should be an effective implementation of ending the amalgamation while ensuring that factors such as institutional management, financial management, governance and service delivery are taken into consideration rather threatened when the decision to separete the municipalities is made.
