The Department of Justice must intensify its investigation into vast claims of corruption, coercion, rape, and murder committed or facilitated by the Kansas City, Kansas, Police Department (KCKPD) by opening a §14141 pattern-or-practice investigation.

8 FBI investigations were conducted in the early 1990s where the findings include significant evidence of depraved acts by KCKPD. The FBI’s recommendation:

“Until this office does convict several police officers and hopefully gain the cooperation of some of these police officers, the situation in Kansas City, Kansas, will only deteriorate.” 

This wrongdoing has been permitted to continue for decades. In 2020, KCKPD officers were charged with procuring sexual relations while on duty and in uniform, felony aggravated indecent liberties with a minor, and continual use of excessive force. The DOJ’s inaction since the FBI’s warning 30 years ago proves that the DOJ has harbored the practices and patterns of crimes and discrimination committed by KCKPD.

The misconduct in Kansas City meets the criteria for a § 14141 pattern-or-practice investigation because the misconduct by KCKPD officers represents a pattern or practice of wrongful activity that “represent[s] an issue common to many law enforcement agencies,” and “represent[s] an emerging or developing issue, such that reforms could have an impact beyond the primary objective of eliminating constitutional violations in the specific law enforcement agency.”

On September 15, 2022 Roger Golubski was arrested by the FBI for allegedly sexually assaulting two victims “while acting under color of law." We applaud the DOJ for taking this important and critical step. We also stand in solidarity alongside the people of Kansas City, Kansas who have been waiting for justice and accountability, and urge the DOJ to fully conduct a pattern or practice investigation of the KCKPD. The people of Kansas City, Kansas need justice and peace.
