102 Ave Road Closure resulting in mass traffic congestion on 102 St for stakeholders until 2020

On January 8, 2018 the City of Edmonton moved forward with a full road closure of 102 Avenue running from 96 Street through to 103 Street. The closure is necessary to prepare for the construction of the LRT Valley line that will eventually run along 102 Avenue. This closure is to remain in effect until the end of the project duration which is anticipated to be sometime in 2020.

As the Property Director of Manulife Place, this closure directly and negatively affects access to the primary entrance of not only our parkade, but that of our fellow neighbors and property owners and their parkades as well at the YMCA and Commerce Place.

As it is currently, the only accessible route in and out of these three major arterial parkades is by proceeding northbound on 102 Street coming up from Jasper Avenue. As a direct result of this closure, the horrible traffic congestion is now causing delays being reported to us of upwards to 30-60 minutes. This negatively affects the commute times of tenants, staff, and the general public who are attempting to come and go from work and other downtown activities. In addition, we have already started receiving reports of business being lost and/or diverted away from tenant's businesses as a direct result of the closure.

Manulife Place is supportive and accommodating of the City of Edmonton's plans for revitalization and increased accessibility of the downtown core, but in this situation, we are respectfully asking to receive compromise and support from the City in one or all of the following possible remedies to help reduce the congestion surrounding our businesses :

1) Installation of left hand turn signals at the intersection of Jasper Avenue and 102 Street.

2) Restriction of pedestrian traffic crossing at the intersection of Jasper Avenue and 102 Street

3) Longer light changes at the intersection of Jasper Avenue and 102 Street
