The undersigned Barrie residents and/or taxpayers hereby petition the City of Barrie to approve an Official Plan amendment (OPA), to limit the permitted use of the proposed development about to be constructed on the property owned by the Salvation Army Church, at 151 Lillian Crescent, Barrie, Ontario. The building, specifically a 2-storey, 12-unit apartment building and administrative offices, to be erected to the rear of the existing church, with a stated purpose of providing transient housing to families only. We are requesting an OPA to specifically exclude other uses that fall under the definition of crisis centres or social service facilities, allowed under RM2 zoning as follows: homeless shelters for individuals, emergency detention, overflow from any other facility, halfway housing for those transitioning from incarceration, probation or drug intervention, anyone under going any form of drug or alcohol recovery. The location is a bus stop for students, is in the path of hundreds of students walking to West Bayfield Elementary School and Daycare, in close proximity to two parks and children’s’ playgrounds and in the heart of a residential neighbourhood full of children. We believe that the protection of defenseless children must take priority over the needs of society as a whole and implore you to request and approve the amendment as requested.
