People need to be help responsible. Far too often I see cars with no license plate and it only makes careless people even more brazen.

While riding my bike in LA, I encounter reckless drivers all the time with no permanent license plates. The lack of vehicle/driver identification is added aggravation on top of the close-calls themselves. Please stop letting drivers get away with life-threatening road rage!

I've seen too many friends hit and run by paper plates. It's an epidemic in LA and, I imagine, statewide.

Motor vehicles are deadly weapons and there have been cases where people buy junkers to go hit someone and be untraceable because of no plates.

I have noticed many vehicles (perhaps 20%) in our area without one or both plates, many are violators of the law. Let's require plates from the time they roll off the lot. Two people were killed February in Chatsworth, CA by a plateless vehicle. Cars with no plates give anonymity to those who will abuse it.

As a law enforcement officer in SF for 25 years before retiring in 2012, I had hoped for CA's "temp. Operating Permit" (folded and pasted inside passenger side front window) would be updated to reflect the need for identification. While I tried on numerous occasions to employ the assistance of superiors to petition DMV to implement "paper plates" either mounted in license frames or rear windows, nothing happened during my tenure. Now, with AB2197, my dream will be made into reality. Thank you
