We need your help! Freedom is the largest and only unincorporated Designated Growth Area (DGA) in Carroll County, Maryland 
The County Planning & Zoning Commission and Board of County Commissioners are considering zoning and subdivision regulations changes that would go against commitments made to promote medium density, single family development on several large, undeveloped parcels (see pictures above).  Some of this land is in the process of being rezoned to the 2018 Freedom Plan’s medium residential density designation.  The County’s proposed zoning regulations would allow Retirement Villages with townhouse and two-family units on quarter-acre lots (high density) on land that is currently designated for single family houses on half-acre lots (medium density), almost doubling the potential housing density on those parcels.  The proposed subdivision regulation changes also remove the developer’s requirement to limit the total number of lots according to the natural features of the land, such as streams, floodplains, and steep slopes.

The proposed regulations changes could result in the potential for up to 1,800 new residential units, rather than the 900 homes committed to on the large, undeveloped parcels in the 2018 Freedom Plan.  Considering the impact County decisions will have on growth in the Freedom Community, we need your help!  Please sign the petition below and help limit the amount of new development.   Through this petition, FDCA is seeking action by the County to:

1.     Eliminate proposed zoning and subdivision regulations for the R-20,000 district that would allow Retirement Villages with townhouse and two-family dwellings on quarter-acre lots (high density) on parcels that are currently designated for single family dwellings on half-acre lots (medium density).

2.     Retain the requirement for developers to submit a “Conventional Plan” subdivision layout that respects the natural features of land and limits the number of new houses.

The Freedom District Citizens Association (FDCA) was formed from the 2018 Freedom Plan’s priority implementation steps to "encourage and engage a citizen's community advisory group". We currently have five official Board positions and more than 900 members.  FDCA’s goals include protecting valuable water resources; limiting housing density increases to lessen the impact on traffic and infrastructure; and protecting the existing character of our community.
