We are advocating for support of a modification to House Bill 63 (HB 63).  We, like many Texans, value the position of HB 63 as written; however, we believe HB 63 would better serve the Texas public with modifications to its second charge punishment.  We are convinced HB 63 has the ability to empower individuals by not only educating them about substance abuse, but also by exposing them to the serious life-altering repercussions of being charged a third time for the same crime.  We are proposing that each individual charged with a second offense receive repercussion education.  In addition, we request that individuals charged a second time receive education on how the legislation system operates.  In understanding how our government works, an individual is given an amplified voice allowing them to take action and have their voice heard.  We also believe those who understand how the government works will be less likely to continue committing the same offense; thus, decreasing recidivism.
