The Texas Constitution states that our legislature is mandated to provide a free public education to the children of Texas. That education funding system is broken, inequitable, and is over-reliant on local property tax dollars.
The Houston Independent School District (HISD) has now entered something commonly known as “recapture,” whereby local property for tax purposes will be detached and reassigned to other school districts as their revenue source. This mechanism indirectly funds the State’s General Budget, and not the needs of students.
This year alone HISD will lose millions in revenue, and over the next four years the revenue lost is estimated to be over $1 Billion. Texas Ed Funding is a coalition of HISD parents, families, and members of the Houston community at-large advocating with the Texas legislature and within our communities to support adequate, equitable, and effective funding for public education. We are independent of the Houston Independent School District board and administration, but strive to support the legislative priorities outlined by our district.
We are proposing the following four changes to the Texas Legislature:
1. Eliminating the state’s over-reliance on local property taxes to fund schools statewide and replacing those local property tax dollars with General Revenue from the state.
2. Calculate the district’s share of public school funding In a way that lowers the penalty to the district for offering a homestead exemption to HISD taxpayers.
3. Counting students enrolled in full-day Pre-Kindergarten in a school district’s funding formula.
4. Not penalizing districts like HISD who are in recapture by taking away their transportation funding allotment.
