Make Houston Westpark Tollway ONE-WAY during peak commute hours

Westpark tollway is always congested during peak commute hours causing delays to Houstonians living in suburbs such as Katy, Richmond, Fulshear, etc. commuting mainly to Medical Center and Downtown areas. Commuters pay more than $5.00 each way and get stuck in traffic. During commute hours, the lanes going in the opposite direction are nearly empty.
To ease the traffic situation, all four lanes of Westpark tollway should be made East-bound during morning commute hours (5:30AM - 8:30AM) and all four lanes should be made West-bound during evening commute hours (3:30PM - 6:30PM) Monday through Friday. This will not only cut down commute hours by half (giving commuters valuable time with their families), but it will also increase revenues from tolls as more people will be inclined to take the tollway. People commuting in the reverse direction during these peak hours should not have any significant impact as the feeder roads during these times are pretty empty.
