Change the law in Tennessee regarding ordering toxicology for persons involved in an accident causing the death of another

At the present, the law (TCA-55-10-406) in Tennessee allows police officers to determine if there's "probable cause" to test someone's blood for alcohol/drug content. If, by police observation, a person does not 'appear' impaired then blood tests for alcohol/drugs are not ordered. I want this changed. My 30 year old son, James Lee Atwood, Jr., was killed in a car accident on July 1, 2014 on Shelby Dr in Memphis, TN. The person who hit him has been charged with: Reckless Vehicular Homicide, Failure to Exercise Due Care, Violation of Child Restraint Law and Failure to Maintain Financial Responsibility. The clincher is that MPD ordered no toxicology on him because 'by visual observation" he didn't appear impaired. This should not happen, ever. Anyone involved in a car accident that causes the death of another, toxicology should immediately be ordered without question. Please sign my petition if you support changing the law to require immediate blood tests to be administered/ordered in any case of a car accident where someone causes the death of another.
