A bipartisan Suburban Coalition of County Executives have joined forces to restore New Yorkers’ state and local tax deductions, commonly known as SALT.
 
In 2017, New York counties were the first to sound the alarm on the devastating consequences that would ensure SALT was repealed. For decades, homeowners have relied on the ability to deduct their full state and local taxes on their federal tax returns. In 2017, the prior Administration passed the Tax Cuts and Jobs Act of 2017, taking unprecedented action by capping the amount that homeowners could deduct on their state and local taxes, up to $10,000 or $5,000 for married taxpayers filing separately. This has effectively raised taxes for thousands of working and middle class New Yorkers through no fault of their own.
 
After Washington eliminated our SALT deductions, counties quickly sought to implement creative solutions to protect local taxpayers. Suffolk County sought to establish a charitable gift reserve fund that would have authorized any property taxpayer to make a contribution to such fund and claim credit against their property taxes. After the IRS worked to block that effort, Suffolk County and Westchester County worked together to fight IRS efforts and ultimately overcome the SALT cap.
 
Counties are once again ramping up their fight. In the wake of the COVID-19 pandemic and its impact on the local economy, the Suburban Coalition is working tirelessly to protect hardworking, middle-class homeowners and urging New Yorkers to reach out to their member of Congress and urge them to support a full SALT repeal.
 
We are asking that all members of Congress support the full restoration of SALT. We are grateful that U.S. Senate Majority Leader Charles E. Schumer (D-NY) – who worked to deliver federal disaster assistance to state and local governments impacted by COVID-19 – has continued working with counties and the majority of our congressional delegation to push for full restoration of the deduction.
