The Safeway in Phoenix Arizona on McDowell and 7th had a policy of charging people not for water but for water cups. It forces the Starbucks employees to do this. This puts those without homes who cannot afford to pay this small amount in danger. Hundreds of people die every year due to dehydration and excessive heat in this city.
