Help Muzzle Fatally Aggressive Dogs

My 8yr old son was viciously attacked by my friends dog without warning. Luckily there is no nerve damage to his hand or arm but the gaping holes left in my son's arm after this dog bit all the way through his forearm have left him with life long scarring and a shorter response time in regards to movement of his left arm.  

My son is 8yrs old and the dog bit all the way through his forearm causing him to receive over 20 stitches. Just imagine if it were someone's newborn it would have been fatal.  

Might I shed light on this dog in particular.. when this indecent occurred animal services were called.  When I gave the owner's name to the man,  he responded, but with a surprised look on his face.  The animal control officer recognized the owner's name.  

This dog had already been reported for ripping holes in other people's legs and chest.  I have even been approached by family members of my friend's dog. The family of the owner has shot the dog in defense at time prior.  This dog is a large and muscular pit bull,  who, right now,  seems unstoppable. 

I would hate to find out there has been another victim.  We live in a house where there were already pit bulls next door.  When they bark my son becomes terrified.  We usually walk to the park with no problems, now he tip toes past neighboring houses. He's been coming into my room at night too find comfort after having vivid nightmares.  It's just all around traumatizing.  I wouldn't want anyone to live like this. If aggressive dogs are ordered to be muzzled there would be no worries.

Please help us get a bit of justice and provoke a new level of safety in our city from this dog. I personally feel as if, the decision have the dog put to sleep may be heartbreaking.  I want to see the dog muzzled at all times in public places, especially other people besides with the owner.
