Considering the recent murders of George Floyd, Breonna Taylor, Rayshard Brookes, and other African Americans at the hands of police, the demand for reform within police departments is increasing. During a Teaneck Police Department Community Forum on July 2, 2020, the community was informed that the New Jersey Attorney General, Gurbir Grewal, had prohibited police departments from using chokeholds and neck restraints, except when deadly force is necessary. The wording of the directive provides a loophole that continues to allow officers to use this deadly form of force. Due to the fact that Black men are 2.5 times more likely than white men to be killed by the police (The Statistics Portal, 2020) the residents of Teaneck township are calling for the Teaneck police department to go beyond the directive and ban chokeholds and neck restraints as a method for subduing suspects. Some of the largest police departments throughout the country, including Los Angeles, Minneapolis, Houston, and Denver, have already decided to ban the use of chokeholds due to the brutality and inhumanity of this force (Kaur & Mack, 2020). By allowing police officers to use chokeholds or neck restraints when they deem deadly force to be necessary condones officers to classify any situation as one that warrants deadly force. The chokehold restricts the airway of a person, stops blood flow to the brain, causes a loss of consciousness and almost always results in death.

If the Teaneck Police Department is genuinely committed to strengthening the relationship between law enforcement and the community, a necessary step is to condemn the use of such deadly force against their own residents. During the community forum, the Police Chief discussed the directive addressing changes in police practice that was handed down by Attorney General Grewal. A participant in the forum asked if there were any factors that would prevent the Teaneck Police Department from going beyond the directive and banning chokeholds completely. The Chief of Police responded that there was nothing prohibiting the department from banning all chokeholds and neck restraints completely. The concerned citizens and residents of the Teaneck community who have signed these petitions are calling for the ban of all forms of chokeholds and neck restraints completely, and for the practice  to be illegal in the Teaneck township under any circumstances.
