Tax exemption to join educational training institutes and online courses

The exemption under GST has been granted just for pre-schools till higher secondary education and since universities and other advanced educational institutions have not been mentioned in the exception list, and thus by default GST of 18% is applicable on this.
In this era of technology Reskilling and upskilling has become topmost priority for employee retention so every employee knows today if they don't upskill sooner or later they are going to be redundant, I am suggesting two immediate policy intervention which encourage employees and students to learn new technlogies.
1. All working professionals to get a skilling budget that they can deduct from their taxable income. On the same lines that we have sections for health insurance deduction or home loan deduction. To start with at least, Rs 30,000 per year. A few progressive countries already have such a scheme.
2. Exempting re-skilling programs from GST. Currently, any re-skilling program comes under 18% GST. GOI should encourage re-skilling/up-skilling as this would lead to higher income and higher taxes to the government.
