Please end TITP, japanese public slavery, now!

 

This is the translation of the campain 「外国人技能実習制度を今すぐ廃止してください」 into easy english, as foreigners in Japan could understand it.

  

We are requesting the Japanese Government to do these:

  1.  Please end “the Technical Intern Training Program” now.
  2.  Please listen to the voices of the interns who are working in Japan.  Please try to understand what they want.
    Please listen to each of them (the interns). We want places for them to learn how to do their job.
    Please treat them as human. Don’t fire them when they are working hard. Please help them.
  3.  Please check companies, and if there are ones that ignore human rights of the workers, tell everyone about them. If there are such companies or people, please don’t let new interns come to Japan until they change.
    Could you STOP all the discussions for now?

 

■The real situation of “the Technical Intern Training Program”

 Recently politicians were talking about changing a law of “Immigration Control”. It was about how to decide management of foreign people who comes to Japan. And it was passed.

 They did it because they want to make “the Technical Intern Training Program” longer, and have more foreign people work in Japan.

But, there have been MANY problems in TITP:

  •  The companies pay them even lower than the official lowest pay in Japan.
  •  The companies make them pay money which was actually not necessary.
  •  People beat them, say things that make them feel sad, and abuse them sexually.
  •  Most of the interns have to pay lots of money (from some hundred thousands yen to millions yens) to the brokers in their home countries. They have huge debt to come to Japan. 
  •  There are no rights to change workplaces for them even when they are forced illegal labor.
  •  When they run away from illegal workplaces, they are forced to go back to their home countries by the Japanese Government.

There are many more examples that show they are not treated as same human kind.

 They are so awful that the number of interns who run away from companies is increasing every year.

In 2018, 4279 interns ran away from their companies in the first 6 months.

The government asked them why they ran away, but it did not want the research to be open.

The opposition parties made it open and found 455 interns why they have left.

The average pay of the 455 interns was 452 yen (4US$) per hour in reality.

(Japanese minimum wage is around 700yen to 900 yen, 6US$to 8US$. )

And, more than 80% of them were paid less than the official minimum pay in Japan.

It is against the Labor Standards Act in Japan.

 

Moreover, there are even worse things.

There was a girl who had to work 19 hours a day.

She didn’t have a break at all.

If she worked for 7 days. she would have been working for 130 hours.

If she worked for a month, she would have been working for 520 hours.

And yet, her pay for a month was 90000 yen (800US$).

That means that she was working being paid only 193 yen (1.7US$) per hour.

It’s as if they were slaves.

 

Many interns were really in those terrible situations.

 

■Responsibility of Japan as a country

 

The Japanese government knew those terrible situations of interns.

However, the government didn’t try to change illegal companies.

Not just not trying to improve the situation, they also tried to let more interns come to Japan to work in the field of caring weak old people.

It was because they wanted to save Japan’s money as much as they can.

And our government told a lie for the Parliament as if there were problems with the interns.

They said ”the interns have run away because they wanted higher pay although they are paid well.”

They are trying to change the Immigration Control to use foreign workers as cheap slaves.

It’s 21st century now, but Japanese government is trying to bring back the old slavery as a country.

 

■“The Technical Intern Training Program” is also not good for Japan’s future

 

The training program is also bad for Japan’s economy.

There are people who have trouble if interns are forced to work in illegal way, because products they made will be sold cheaper.

Legal companies in which people work in proper way would have trouble and go bankrupt.

If you have foreign workers work with illegally low pay, Japanese workers might also be paid lower or not be paid properly.

When people don’t have enough money, they have to save it and don’t buy things that they need.

If people stop buying products, Japan’s economy becomes smaller and weaker.

There are also problems having Japanese people work in illegal 'dirty companies'.

It is related greatly to the problem of The Technical Intern Training Program.

It’s a big problem for Japanese people too.

 

People around the world who realised that The Technical Intern Training Program is a terrible program have started to feel bad about Japanese people.

 Even though it seems to be a small problem for Japanese people, it will be a big problem in the world in the future.

 Japan might be disliked by people all over the world, and might be alone.

  

As a same human kind, we can NOT let The Technical Intern Training Program go on.

 It’s a bad program when it comes to jobs and money.

 It’s a bad program when it comes to the relationship between Japan and all other countries.

 We don’t want The Technical Intern Training Program any more.

  

■Not to make anymore victims, these are what we want

We cannot let people ignore the human right anymore. We all are humans.

So, we want Japanese government to do these.

 

  1. Please end “the Technical Intern Training Program” now.
  2. Please listen to the needs of the interns who are working in Japan. Please try to understand what they need. Please listen to each of the interns. We want places for them to learn how to do their job. Please treat them as humans. Don’t fire them when they are working hard. They need help.
  3. Please check companies, and if there are ones that ignore human rights of the workers, tell everyone about them.  If there are such companies or people, please don’t let new interns come to Japan until they change.
    Could you just STOP all the discussions for now? 

 

We will continue this campaign until February 2019.

 Then, we are bringing your signatures to the minister who is in charge of law.

There will be an election in 2019, and at that time, we will ask politicians and political parties to promise to put an end to “the Technical Intern Training Program”.

We will show the signatures but not giving them to them.

We really appreciate it if we could correct as many signatures as possible.

Foreign people can sign too.
