Losing Swedish University Position as a result of late appointment and not providing DVisa

This petition addresses are Sweden officials and departments responsible for issuing D-Visa and biometric appointments.
Dear Sir / Madam
As you are probably aware, Sweden Embassy in Tehran does not issue National Visa (D-Visa) for Iranian students. Therefore, Iranian students have always had trouble with the time-consuming procedure of biometric appointments and collecting UT cards in Iran. In contrast, students of many other countries can enter Sweden with D-Visa without doing these steps. Sadly, however, since the embassy in Tehran is providing very late biometric dates due to the covid pandemic, the process of getting a resident permit on time for Iranian students has become even more difficult this year. What's more, collecting UT cards in Tehran takes at least 4-6 weeks from the biometric appointment. And all together, it takes at least two months to collect our UT cards in Tehran after receiving the granted email regarding the resident permit application. Many of the Iranian students, who have worked really hard to get admissions from the most prestigious Sweden universities, are now losing their position and opportunity due to the fact that they cannot collect their UT cards on time and join their courses before the universities deadline. We, the Iranian students' community, respectfully request that the Swedish migration agency understand our problem and help us with providing D-Visa for Iranian students.
That said, we would really appreciate it if the Swedish migration agency and Sweden Embassy in Tehran understand our concerns and help us to reach our classes on time in the fall by providing D-Visa or speeding up the process of issuing and mailing the UT cards, and giving appropriate biometrics appointments with sooner dates. It also should be noted that most of us have no alternative options except attending our classes in the fall. Failing to collect UT cards or late biometric appointments probably means losing our admissions.
Respectfully
