Petition to Suspend SKY Secondary School Operations at the Shared Facility with Willowbrook Montessori Daycare

We, the parents of children enrolled at Willowbrook Montessori Daycare, along with concerned family members and community members, request that operations of SKY Secondary School at the shared daycare facility be voluntarily suspended until critical safety concerns are addressed.

We ask that key decision-makers, including Fong-Zhen Shiao, a.k.a. "Leo" Shiao—identified as the landlord of the facility and registered President and Director of Willowbrook Academy Ltd.—work together to address the specific concerns and requests outlined below.

Key Concerns:

1. No Consultation: Parents were not consulted about the decision to share the facility with SKY Secondary School and were informed just one week prior via an announcement buried in a newsletter.
2. Breach of Trust: Willowbrook Montessori Daycare failed to give us adequate time to address safety concerns or arrange alternative childcare. Further, they withheld the identities and presence of decision-makers at a critical parent meeting.
3. Inadequate Safety Measures: Despite knowing about the plan since May, the daycare did not submit a proper safety plan to Fraser Health Authority until the last minute. The final plan, a two-page bullet-form document, was shared with parents just three days before the school year began. Failures in enforcement have already been observed.

Our Requests

To protect the safety and well-being of our children, we call for the following actions:

1. Immediate Suspension of Secondary School Operations: SKY Secondary School should voluntarily suspend its operations in the shared facility until it can be clearly demonstrated that the current safety plan is fully enforced and effective.
2. Development of a Comprehensive Safety Plan: All parties should commit to a more detailed and robust safety plan that ensures:
   • Secondary students are limited to one floor of the building.
   • Separate entrances, exits, and physically segregated pathways are established for secondary students and daycare children.
3. Transparent Meeting with Decision Makers: A new meeting must be held where parents can directly engage with actual decision-makers from Willowbrook Montessori Daycare, specifically the business owner, to address concerns and provide answers.
4. Proof of Regulatory Approval and Inspection: Parents should be provided with documented proof of safety plan approval and evidence of on-site inspections conducted by all relevant licensing and regulatory agencies.
5. Restored Access to the Gymnasium: Immediately restore regular access to the facility gymnasium for daycare children and complete a plan for their continued safe access to the gymnasium.
