Double yellow lines along Portsmouth Road A3100 by Post Office and Chapel Lane junction

There is a stretch of road between the Milford roundabout leading on the A3100 towards the A3. I believe is very dangerous, there are a few shops including a post office, fish and chips shop, pharmacy and laundromat and many people park on the main road, motorists get confused with who is parked or driving. Also at particular times of the day there are many school children crossing this road between parked and moving cars. Also on Wednesday 8th November 2017 there was a very serious collision between a motorist and a motorcycle rider, the man riding the motorcycle was rushed to hospital and remained there for a week with extensive injuries, then Friday 10th November 2017 another more serious accident between a pedestrian and motorist happened the pedestrian air lifted to hospital, i also remember an accident from when i used to walk this route to school between a school pupil riding his bicycle and a motorist hitting him (2012). and as a regular user of this road i have seen many near misses due to parked cars outside these shops with insufficient parking areas, when there is a car park located next door used by the town hall, i am proposing double yellow lines along the whole stretch of this road with only exception of the two lay byes available. i believe this would encourage better flow of traffic, less confusion with parked/ unparked cars and ultimately less accidents and near misses, making this stretch of road safer for all road users and pedestrians.
