Suffering of Senior Citizens in Indian Railways

Senior Citizens travelling in the long distance trains in India are made to suffer because of faulty seat allocation system.

My mom (age 74) was allotted Middle Berth despite being categorically stated about her status as "Senior Citizen" and accordingly requested for Lower Berth. (This booking was made on the 1st day of opening booking date) However, it was not allotted that way and we presumed that seats might not available - as would have already been allotted to other Senior Citizen !!

However, to our surprise, while traveling it was revealed that the berth was allotted to a person aged 54 years with no disabilities and no medical background and further more, he never requested for lower berth. (He had booked ticket just 1 month advance). After brief chat with him, he readily agreed to exchange the seat with my mom but the question remains:

a) What is the logic of not allotting LB to senior citizens ?

b) What are logic / algorithm of seat allocation online / across the counters ?

Is that passengers have been left to the mercy of co-passengers to exchange the seats. Is that IRCTC can do something in this regards.

Can Railway take a leaf out of Airlines, who never allots seat while booking but traveler himself choose the seat 24-48 hours prior or across the counters being allotted on case-to-case basis.
