Telangana DGP, Stop illegal 40kmph Traffic Speed Limit Challans & Stop Lying, Looting Us
Why this petition matters

One thousand rupees for a citizen whose average monthly income is less than 15 thousand rupees is very significant amount and illegally imposing such penalties on Citizens is no less than consciously thought out harassment
The Telangana DGP & his team across the State are imposing illegal speed limit challans on citizens, wherein, The law made in the Parliament of India through amendment to the Traffic Speed Limits and set 60 kmph for cities and 120 kmph for Highway roads on 6th April 2018, with 5% +/- as margin of error. Of course the states have the authority under section 112 of Motor Vehicle Act, 1988 to reduce the speed limits for exceptional scenarios like school zones, roads passing through villages, populated areas, so on; however that reduction of speed limits can be done only through amendment of the said 2018 law by issuing an Official Gazette signed off by the Governor of the State.
There has been no amendment by State Government on the speed limits, no gazette, yet, Telangana DGP & his team, to hide their incompetence and unable to figure out any scientific way of reducing accident (which obviously happened in all cases against individuals who drove above permissible speed limits and not at 60 kmph), imposing illegal speed challans on citizens by erecting illegal speed limit boards, whimsically decided by themselves and harassing citizens for driving or riding even below 60 kmph and imposing a challan of 1000 (one thousand rupees) on citizens and violating laws. If police officers have an itching to make laws, they should resign to their posts and join politics, make laws in State Assembly or in Parliament of India. The job of the police is to only implement the laws and not to make their or laws & rules.
In many cases, riding at 45, 55 kmph, citizens in Hyderabad City have been penalized, similarly even for driving under 90, 100 kmph on inter district highway roads, the citizens are being penalized for over speeding. Any individual with basic knowledge of driving or riding agrees that 40 kmph (which is the speed limit set by Hyderabad, Cyberabad and Rachakonda police) is unreasonably low without any logical explanation and surely will lead to traffic congestions especially on roads with 4+ tracks on either sides.
Despite a petition (Public Interest Litigation - PIL) filed in 2021, in the High Court of Telangana State, the Chief Justice chose to simply disregard the petition for the reasons better known to him and allowing the citizens to be lied to and allowing the Fundamental Rights of the Citizens.
We (Forum Against Corruption, founded by Vijay Gopal) have submitted a petition to the Governor of Telangana State on 28th December 2021 via their official email, yet, there has been no response or action taken by the Hon'ble Governor. The representation was a formal complaint against the Chief Justice of Telangana High Court for disregarding the law of the land which he is obligated to take notice of under section 56 of the Indian Evidence Act 1872 and (allowed to use this discretion in case there is no law around the issue being contended in the court). Citizens approach courts when there is a law that has been violated, yet, if the Judges act arbitrarily (like how TS CJ did in our PIL case), then what do we need State Assembly & Parliament of India for? Judges can make laws/ rules/ legislations of their own right ? The act of TS CJ in not taking notice of this illegal act of Telangana Police violating laws and enforcing illegal speed limit & imposing illegal traffic challans of 1,000 (one thousand rupees)on people is arbitrary in nature and also violation of explicit laws applicable around the issue. Unfortunately, in India, there is no mechanisms for citizens to file a complaint against a Judge violating explicit laws, no rules as to what penalties they will face for violating laws, no accountability of Judges and Judges act under absolute immunity. This is not how a Democracy must function.
Therefore, we request the President of India (as our complaint to the Governor of Telangana State has also turned futile) to take note of this illegal act by Telangana DGP & his team and also take notice of how Chief Justice of Telangana High Court is clearly violating laws by not taking notice of the Legislation passed by the Parliament of India and misusing the discretionary powers of his office by disregarding the laws and provide relief to citizens from the illegal traffic speed limit violation penalties that Telangana Police is imposing on gullible citizens.
The citizens are constantly being lied to, looted & harassed by the Telangana Police and The Constitutional Institution that is obligated to protect the Fundamental Rights of the citizens is avoiding its responsibility
We hope the President of India will take note of this issue and do what is needed as per the LAW and we request you all to sign & support this petition, which we will submit to the President of India
We need the Telangana Police (especially Hyderabad, Cyberabad, Rachakonda and Warangal) to stop their illegal activity of 40kmph, 50kmph, speed limits without any amendment and strictly follow the law.
