The constituent assembly paid utmost importance to freedom of speech and expression. However, this freedom brings with it the likelihood of the promotion of class hatred. Although there have been multiple discussions and debates around creating laws to curb hate speech, it has been to no avail. 

The laws allow a citizen to seek the punishment of anyone who shows the citizen disrespect "on grounds of religion, race, place of birth, residence, language, caste, sexual orientation, gender identity or any other ground whatsoever". The laws specifically forbid anyone from hurting the religious sentiments of any particular groups.

Despite these stringent laws which do not address hate speech directly, we do not have a concrete code that addresses the matter of hate speech in its true sense. Due to ambiguity around the laws, we have seen individuals and groups exploit loopholes to get away with hate speech.
