Lower the age limit for contesting state elections

It is known that the current age for contesting as a minister for state elections is 25. It is also known that 21-year-olds are allowed to contest municipal and panchayat elections. In my opinion, as a youth I feel that the age limit to contest as a minister for state elections should be lowered to anywhere between 21-23 years old and above as I'm sure there would be people within this age group who would be driven to make a change and difference in society. Would you be able to change age limit?
