H.R. 1603, or the Farm Workforce Moderization Act of 2021, would allow non-U.S. nationals who are working in agriculture to receive Certified Agricultural Worker Status (CAWS) and, eventually, lawful permanent resident (LPR) status. In addition, the bill would make permanent an employment eligibility verification system, mandate use of the system by agricultural employers, and allows the Department of Agriculture (USDA) to assist agricultural employees contesting tentative nonconfirmations (TNC). In March 18, 2021, the House passed this act as amended, by a vote of 247 to 174. The bill now moves to the senate for consideration.
