Nearly 1,000 youth actively participate in the Guam National Youth Football Federation, which comprises of various age groups.  Youth Football has been proven to promote healthier lifestyles, creates a competitive spirit among young minds, establishes lasting friendships, and helps build a child's character.  It also has provided many children an alternative option to keep them busy, to they are not swayed into troubling situations.

Unfortunately, the fields that are currently being utilized by the Federation require some serious improvements (some for safety purposes), which can be a fiscal challenge for the government of Guam.  Bill 332-36, introduced by Senator James Moylan, and co-sponsored by Senators Chris Duenas, Frank Blas Jr., and Tony Ada, proposes a Public Private Partnership (PPP), which would allow for the infusion of private sector dollars to rehabilitate and improve the five fields used by the Federation.  This PPP structure has been used to repair other community benefitting projects, with the repair of the Harmon Industrial Park roadway being the most recent.  

The legislation supports the Federation and their objectives, and most importantly would benefit the kids who utilize these fields to play football.  The fields are also utilized by other leagues, including High School Football, Adult Football (both Men and Women Leagues), and Rugby leagues, thus the improvements made here would benefit thousands more on island.  

We need your help to Support Bill 332-36, which would Rehabilitate and Improve the Fields of the Guam National Youth Football Federation through a Public Private Partnership.  This petition shall be submitted as official testimony to the Guam Legislature, and we encourage you to reach out to your Senators to seek their support of the legislation.
