Petitioning County of San Diego Behavioral Health Advisory Board (BHAB)

Create a Homeless Advocate role on the County of San Diego's Behavioral Health Advisory Board (BHAB) focused on issues relating to mental health and substance-abuse disorders of our homeless residents.

According to the recent 2014 San Diego Regional Homeless Population Summary San Diego County's homeless population includes over 8,500 individuals. Of this group 15% are considered chronically homeless. 

Of the adult population 36% were identified with a Severe Mental Illness while 19% were identified as having a Substance Use Disorder. And 20% of San Diego County's homeless are veterans of the US Armed Forces. 

There are many, many individuals, organizations and communities - neighborhoods, cities and the county itself alike - working to mitigate homelessness in San Diego County. Yet, significant progress towards zero homeless population has been challenging.

"The purpose of the County of San Diego Behavioral Health Advisory Board [BHAB] is to review and evaluate the community’s behavioral health needs, services, programs, facilities, and procedures used to ensure citizen and professional involvement in the planning process."

An advocate for our homeless population, and the many entities that serve them, will help the BHAB remain focused on mitigating mental health and substance-abuse related disorders on a countywide basis. 

By signing this petition you are simply supporting that BHAB create a Homeless Advocate role and name one of their members as that advocate. That person will then provide summary reports to the greater board with the intent to keeping them up to speed about issues, opportunities and successes in mitigating mental health and substance-abuse issues experienced by San Diego County's homeless.  

Although I serve as a member of the BHAB group, I started this petition as an individual citizen concerned about chronic homelessness issues. I believe all of our homeless suffering from mental health and substance disorders, and those that serve them, need a unified voice. With that voice, I believe the county will continue applying their full weight and attention on programs and opportunities that are proven to work and will help find the funding and resources needed to accomplish our combined goal of eliminating homelessness in San Diego County.
