The Issue
We need a strong workforce to fill the jobs that many everyday Americans are unwilling or unable to do. Immigrants have been the backbone of this nation’s economy for decades, working tirelessly in industries critical to our daily lives, including agriculture, construction, roofing, hospitality, healthcare, and manufacturing. Yet millions live with constant uncertainty because of our outdated immigration system.
The H.R. 4393 DIGNIDAD Act represents a practical, commonsense solution that strengthens our workforce, supports American businesses, and creates significant economic benefits for our nation.
This legislation not only provides undocumented immigrants with an EARNED pathway to legal status and protection from deportation, but it also creates a system that allows them to work legally, pay more into our tax system, and contribute more fully to the American economy.
More than 11 million undocumented immigrants currently live in the United States, contributing an estimated $11.74 billion annually in state and local taxes. Immigrants added nearly $2 trillion to the U.S. GDP in 2019 alone. By bringing these workers into a legal, regulated system, the DIGNIDAD Act would increase payroll tax contributions, boost Social Security and Medicare funding, reduce off-the-books employment, and generate billions in additional federal revenue.
The financial impact extends far beyond tax revenue.
American businesses are facing severe labor shortages that are driving up project costs, delaying infrastructure improvements, increasing housing prices, and slowing economic growth. In industries like construction and roofing, workforce shortages are limiting the ability to rebuild communities, complete projects on time, and keep costs affordable for American families.
Passing H.R. 4393 would help stabilize these industries, expand workforce participation, improve productivity, and lower inflationary pressure caused by labor scarcity.
