Petition in Support of Consumers and Families Receiving Services from the Lucas County Board of Developmental Disabilities, Northwest Ohio.

Welcome! My name is Joyce Barteck. My husband John and I have two beautiful children, Ashley and Andrew. We seek your support for Andrew and other consumers with disabilities who are non-verbal and/or behavioral, many who are on the autism spectrum.

It has been a particularly difficult year. These setbacks have allowed Andrew to receive in-home care supports through waiver services. We seek your support as our families have difficulty obtaining qualified caregivers, also referred to as providers. Despite our advocacy efforts to our local board, providers are providing minimal services in regards to basic care needs, communication supports, and overall service delivery. Currently our son is regressing in social and communication skills daily. As we sought to find other resources for support and fellowship, we have become aware of other families at this county board who also encounter issues with services to loved ones who are non-verbal and behavioral. Our efforts initially were to start locally, but it appears that issues are present in other counties, so this effort potentially can ripple statewide, along with presenting our cause to state representatives. In an effort to call awareness and attention to such events and to effectively advocate needed changes for such consumers, we seek your pledge for support. This may be a nationwide systems issue that can begin to realize momentum at the local or regional level. This year 2019 can be a year of tangible change for many disabled consumers.

Please stand with us as we endeavor to advocate that providers be trained in a manner that is consumer-specific; that providers be vetted for care with appropriate supports; that personnel at the county board focus on Person-Centered care; that services and other supports be implemented in an expedient fashion; that service plans be well-detailed; that the Board has transparency and provide resource to families for Human Rights proceedings, and that the Board provide timely access for home modification/ home medical equipment. We also ask that a support resource be created for families and caregivers of behavioral and non-verbal consumers receiving LCBDD services. With these improved measures, our children will have a renewed opportunity for growth and success. We sincerely thank you in support of our efforts.
