Fix or Halt the LAUSD COVID-19 Testing and Tracing Program

On August 16, 2020, the Los Angeles Unified School District launched a COVID-19 testing and tracing pilot program for students, employees, and families.

Universal school-based testing of students, staff, and families is not recommended by the Centers for Disease Control and Prevention. Testing in school settings has not been studied, and it is unclear whether testing in school settings would provide any reduction in transmission. The program presents various challenges including disruptions to the educational environment and privacy issues.

For the program to continue, the district needs to:

  • Provide complete transparency to participants and the public.
  • Make it clear to students, employees, and families that participation in the program is not required.
  • Proceed only with participants who agree to volunteer with full consent and without coercion.
  • Implement the program in the least disruptive way for voluntary participants.
  • Ensure that opting out of participation in the program would not lead to discrimination or exclusion of students and staff from on-site school.
  • Protect participant data and anonymity.

We ask Superintendent Buetner and the Los Angeles Board of Education to make the above changes or halt the COVID-19 testing and tracing program all together.
