Safety of Children in School Buses: Compliance of SC Rules

Hon’ble Supreme Court of India has issued elaborate instructions regarding steps to be taken for transport of school children to and from schools in school buses. The guidelines are already in place for carrying school children to and from schools in different categories of motor cabs / maxi-cabs/ omni buses etc. This Plea is for Bluebells School International, Route No 9 Specifically.
Not one by innumerable times the Transport In charge has been approached, sent videos pertaining to days when no conductor was available in the afternoons, when the new bus driver did not even know the route of the stops and dropped children way away for them to walk alone, when the children have got into a massive fight hurting each other just short of making news and when the conductor has been abusive and children complained about him smoking inside the bus.
We would like to appeal directly to the Principal for immediate action on just One Matter.
One particular request is to Comply with the RULE related to having ONE SCHOOL STAFF in the bus. We do understand that the teachers may or may not be available to travel, but a school staff has to be there with the children till the last stop. This is one issue that is in strict compliance with all the other schools we have gathered data from. Since Route no 9 is not a school owned transport and is on contractual basis, we are not demanding anything else for the safety of the children.
