Plastic pollutes and should not be left lying around anywhere, but safely disposed of. Plastic containing dog poo is doubly dangerous as the poo will not then decompose leaving it available to other animals or young children to tear open and contaminate themselves.
Government, Local authorities, Forestry Commission, National Trust could all help by imposing harsh fines on offenders, providing many, many more bins and placing frequent reminder notices about the dangers and anti-social aspects of this practice.
No-one can enjoy seeing these bags knowing they contain dog excrement on pavements, on country walks, or even - unbelievably - hung on trees and fingerposts. We have been discouraged from using plastic bags for shopping, surely we now need to dramatically reduce plastic bags on the streets and in the countryside.
