Improve the property at the corner of Greenback & Hazel

We are writing to ask you to work to resolve a problem property in Orangevale. It is located at the corner of Greenback and Hazel at 8897 Greenback.
The property is home to a Verizon cell tower and used to include a retail store for wireless phones. The ingress and egress are close to the busy intersection of Hazel and Greenback and parking is very limited and requires customers to back onto Greenback or Hazel to leave the property. Because of its limited parking and access, no businesses have been interested in renting the building so it has sat vacant for many years.
Currently there are boarded up windows and trash on the property. It also has become a recurring target for graffiti.
Would it be possible for the county to facilitate refurbishment of the property?
1. See if Cable Park owners would be willing to purchase the property and incorporate the property into the shopping center that sits directly behind it?
2. Demolish or resize the building and make the area a greenbelt and improve the appearance of the cell tower. (clock tower, wind mill, tree, etc.)?
3. Change the ingress to come from the Post Office side and make the building a Dutch Brothers or other drive thru type business?
4. Some other improvement.
In any case, the current state of the building is an eyesore and has been for many years.
We are asking you to work with code enforcement and the property owner to come up with a long term plan to improve the property and make it a location that the people of Orangevale can be proud to have near their homes.
