According to Wikipedia, Tax Reform for Acceleration and Inclusion (TRAIN) Act, officially cited as Republic Act No. 10963, signed into law by President Rodrigo Duterte on December 19, 2017. This reform includes packages that make changes in taxation concerning the personal income tax (PIT),estate tax, donor's tax, value added tax (VAT), documentary stamp tax (DST) and the excise tax of petroleum products, automobiles, sweetened beverages, cosmetic procedures, coal, mining and tobacco.The TRAIN LAW is one of the primary ways in which the 2020 and 2040 vision of the Duterte administration is to be achieved, and so, it had optimistic projections about its effect on the economy, development and poverty alleviation in its inception.

TRAIN LAW have great impact to ourselves, our family and our community because it affects our daily life. Even students like us experience the negative effect of TRAIN law. At our age, we do not have our own source of income that’s why it is hard for us to adjust in this kind of situation. For example, we would like to buy a soda but because of the TRAIN law, we choose not to buy due to higher value added tax. As for our family they have the difficulty to budget their expenses. Salary of an employee do not increase but the prices of the products like fuel, tobacco, and sweetened beverages increases. In this case, their purchasing power decreases.

Due to the high prices, vendors and small businesses do not have enough earnings to support their necessity. Aside from that, if they follow the TRAIN law, they will lose their customers and consumers. In that case, it does not only affect the consumers and customers but also the businesses or the owner of the business and vendors.

Increase in price of petroleum affects the drivers of public transportation vehicle. Just like the case of businesses, their income is also affected. Even the farmers who uses fuel to operate their machine in the production of rice crops are affected by the petroleum price hike.

All in all, everyone is affected by the TRAIN law. Businesses, producers, drivers and vendors have no choice but to increase the prices of their products and services. If they do not follow the TRAIN Law, they will be the one who will suffer because they will face the deficit of their business.

With that, we are here to appeal that government should STOP THE TRAIN LAW. This petition requires immediate action. Instead of excise tax and value added tax that is burden in every individual, tax should be based on the capacity of a person to pay their tax.
