Should CTE students be able to purchase "hoodies" May 2018

Recently the students of the electrical CTE program put together an order for optional clothing. This clothing included "hoodie" sweatshirts. After this order had been taken and checks were cashed it has been decided that they will no longer be able to purchase said sweatshirts. The sweatshirts will not be allowed as attire in shop. This is not in the student handbook of 2017-2018. It has been said it will be put in the 2018-2019 handbook, however it's still 2017-2018 calendar year. I believe that students shall be able to purchase said sweatshirts with the knowledge that next calendar year they may not be able to wear them. Although I do not agree with the decision since the reasoning is that hooded sweatshirts are not professional. Essex Tech is a technical Highschool. Not a private highschool. Not an office job. I believe it should be at teacher discretion based on the hazard they may or may not pose in specific shops.
