COUNCIL MEETING - WW, Rosanna Urban Design & Turnham Ave Streetscape

Dec 18, 2016 — Monday 19th Dec is the last council meeting for the year. Council have squeezed onto the agenda in Christmas week:
- Woolworths Petition -was overlooked for the last meeting...
- Rosanna Urban Design Guidelines - Council will adopt.
- Turnham Ave Streetscape - adopt "In Priniciple"
If you have not had an opportunity to voice your opinions to council on Woolworths, now is the time. Council meeting starts 7.30pm at Ivanhoe Chambers. Sign at the door to speak in the public forum or complete the Request to Speak form to address council on the specific item.
p122. - Rosanna THE VISION - "Preferred Contemporary Built Form Height of 3 to 4 storeys and HIGHER IN KEY LOCATIONS". According to council this is mostly aimed at east side of the railway ie WOOLWORTHS (no surprise there..)
This phrase attracted the most criticism and yet remains ... Our council has been known to approve DOUBLE the height limit of their own guidelines (eg 91 Darebin St, Heidelberg).
Emails to our councillor and attendance at Mondays meeting is recommended.
Here's how the community consultation played out:
*14th Nov* - Council meeting puts Rosanna Guidelines into "community consultation" (council seemingly forgot that they used the guidelines regularly in the 2 months prior with LXRA - 19th Sep council approval)
*15th Nov* - The community consultation consists of a letter written to residents informing them of a website "Shaping Banyule' where the draft guidelines can be found (unfortunate if you have no internet)
*18th Nov* - Letters hand delivered to 3,500 residents(?) by council officers (they miss the post?) Council also decides to run 2 community consultation sessions (after letter delivery) which are only discoverable on the Shaping Banyule Website.
*23rd Nov* - 2 community consultation sessions run at 3.30pm Rosanna (< 40 attendees) and 6pm Ivanhoe (6 attendees) - Some residents were called on the day to request their attendance.
*2nd Dec* - Community Consultation CLOSES.

Now let's look at what COUNCIL DIDN"T DO for public consultation:
1. NO Public Notice in the Leader Newspaper
2. NO mentions on the Banyule Council Facebook Page
3. NO mentions on either of the Facebook pages of the 2 councillors living in Rosanna.
4. NO flyers in the Rosanna Library (even after councillors discussed!)
5. NO flyers anywhere in Rosanna
6. NO Public Notice on the Significant Planning Register
7. NO Emails to the general public
8. NO Signs up on the day of the consultation

But what they WILL DO is approve the guidelines WITHOUT PROPER COMMUNITY CONSULTATION!

Finally, note that on previous updates and sharing the Rosanna Urban Designs information, residents were accused by councillors of "SCAREMONGERING AT IT'S WORST"...(really?... councillors should watch the news more....)
however... I suggest to council, that if they did a half decent job of community consultation, it would be reliant on the community to inform themselves. See you on Monday evening 7.30pm
