As per Wikipedia: "The standard way to refer to citizens of Russia is "Russians" in English." [1]

This "standard way" is discriminatory for ethnic Russian or Russian-speaking citizens of other countries, who are not and are not willing to associate themselves with Russian Federation.

Use historical term "muscovites" instead or any other term clearly showing difference between ethnic Russian or Russian-speaking and Citizen of Russian Federation. 

E.g.: "There are two Russian words which are commonly translated into English as "Russians". One is "русские" (russkiye), which in modern Russia most often means "ethnic Russians". Another is "россияне" (rossiyane), which denotes "Russian citizens", regardless of ethnicity or religious affiliation."
