Vehicles plying all over West Bengal are unnecessarily honking. Air horns, which are banned, are freely used even by State Transport run buses. 

This is in complete violation of the Supreme Court's ruling, under section 119 (2) of the Central Motor Vehicles (CMV) Rules, 1989, the use of air horns is banned and is also an offence under section 190 (2) of Motor Vehicles Act (1988).

Why are the concerned Police Departments and State Government environmental regulatory bodies not taking suitable action?
