Every year, the standard score is raised, making the exam harder and more stressful for subsequent batches of students.

Unfair? That's one way to put it. An examination designed to test academic prowess shouldn't be a stress-causing beast with constantly mutating standards. Reliable education systems around the world maintain a steady difficulty level for fairness, regardless of year.
