Stop Unethical Organ Harvesting Practices at Mount Carmel St. Anne’s & Lifeline of Ohio

The Issue

We, the undersigned, stand with Nicole Hobbs and her family in demanding accountability and reform in Ohio’s organ procurement practices after a tragic and deeply disturbing case involving her brother, Andrew Phillips.

 


On July 27, 2025, Andrew Phillips was declared brain dead at Mount Carmel St. Anne’s Hospital. Without family consent, Lifeline of Ohio Organ Procurement Organization (OPO) attempted to harvest Andrew’s organs and tissue. His body was kept on life support for over a week, prolonging his family’s anguish, solely to facilitate organ recovery procedures.

 


When Nicole and her family objected, Lifeline of Ohio CEO Andrew S. Mullins filed emergency court action late on a Friday afternoon, intentionally limiting the family’s ability to obtain legal representation. A Temporary Restraining Order (TRO) was granted, but this case exposes systemic issues in Ohio’s medical and organ procurement systems.

 


What We Are Demanding:

 1. An independent investigation into Lifeline of Ohio and Mount Carmel St. Anne’s Hospital’s practices.

 2. Stricter enforcement of Ohio consent laws regarding organ and tissue donation (ORC 2108).

 3. Transparent protocols for how and when OPOs can engage with grieving families.

 4. Legal accountability for individuals and institutions who violate consent processes.

 5. State and Federal oversight to prevent coercion and unethical procurement practices.

 


Organ donation saves lives, but it should never come at the cost of exploiting families during their most vulnerable moments. Consent, respect, and dignity must always be prioritized.
