Time to demand a Bigger Change
Feb 17, 2020 —
I'm writing to share an update with you. I've realised that it is time to demand a change at a higher level.
So do look out for my next petition Dignity in Death Part Three
In the meantime do read this rather long update
In the 2 years that I have been campaigning for a better morgue and autopsy center for my city Mumbai, I have had a ringside view of just how our system functions. The answer is: slowwwwwly!
Here is an example. Although a long time has passed since the Medical Education Department of the Government gave a clearance for the morgue at St George's hospital to be rebuilt, a pile of paperwork is holding things up. To make things faster, I, as a concerned citizen make one call or send a message to at least one person in the concerned department with the same respect and consistency that I do to my daily thanksgiving !
In the course of my campaign, I have become acquainted with many doctors. All of them have told me is that only if the law changes, will the morgue improve and will doctors will be forced to conduct the autopsy. As you may recall I had found a Class 4 employee conducting a post-mortem in the morgue.
Todays update is that the file with the design and plans has finally been uploaded by the Chief Architects PWD office has been generated in the MCGM portal . Still a long way ahead !
This brings me to why I said change needs to be demanded at a higher level. As Union Home Minister Amit Shah is inviting suggestions from state governments to amend our outdated Indian Penal Code and Criminal Procedure Code, I have decided to use this opportunity to demand a change in the autopsy laws (which come under the CrPC) as these haven't been touched in 120 years. I have written to the Maharashtra Government to forward my proposal seeking 3 amendments in the law. I will also be calling Shri Anil Deshmukh Home Minister of Maharashtra for an appointment so that I can explain the issue at hand to him.
You must be wondering what keeps a senior citizen like me going! Many say I do it cos I have the time and that makes me very sad and actually angry . For I like others am still in practice as a CA have a family with whom I am totally involved and also need to carve out time . It is just that this is also part of my ikigai ( Japanese word for one of the purpose of ones life )
It is my personal conviction that one can (if one persists) create a meaningful change in society along with the support of all 38,000 of you.
