We, concerned citizens and advocates for ethical sportsmanship, urgently address the International Olympic Committee (IOC). In light of the upcoming 141st IOC Session in Mumbai on 15-17 October, we call upon you to take decisive action regarding the participation of athletes from Russia and Belarus at the 2024 Paris Olympic Games.

Allowing Russian and Belarusian athletes to participate in the Olympics without any precaution would only serve as a vehicle for spreading war propaganda from the Kremlin. Their participation as such would undermine the Olympic values, the fundamental principles of Olympism as stipulated in the Olympic Charter and damage the achievements of other athletes.

We cannot accept the participation of Russian and Belarusian athletes and celebrating their sports accomplishments while their government is responsible for more than 300 killed Ukrainian athletes and coaches and for many other war crimes, including the deportation of thousands of Ukrainian children to Russia.

Therefore, we, the undersigned, call upon you to adopt conditions as follows:

• The participation of individual athletes with Russian Federation or Belarus passports under a neutral flag and without reference to their country of origin at the 2024 Olympic Games in Paris is conceivable only on condition of signing a statutory declaration expressing unequivocal disapproval of aggression against Ukraine.

We urge the IOC to adopt such conditions for the upcoming Olympic Games in Paris. This declaratory decision has already been made by several countries and national Olympic committees.

We believe that taking these steps is necessary to uphold the principles of the Olympic Charter and promote peace and ethical sportsmanship on the world stage.
