Colwell-Turner Land Development is proposing to build an apartment complex on this property comprising of 120 units.  There are several reasons that Zebulon is not ready for a development of this type at this time.

• School System cannot handle more students.
• Safety issues due to the proximity to the schools.
• Will compound current traffic problems.
• Pike County services (fire, police, etc) are not equipped.
• Tax burden on all other Pike residents.
• City of Zebulon's current impact and rezoning fees are not adequate to offset the burden this development would bring to the fire department, police department, library, and recreational department.
